How is it possible the liberal marxist paradise of Cuba is running out of energy?

I thought Cuba was paradise on Earth. Maybe Elian Gonzalez will come back.How is it possible the liberal marxist paradise of Cuba is running out of energy?
The government controls the utilities in Cuba.There is no incentive for a government controlled business to improve service.Here we can complain to the PSC about poor service.There is also competition from other companies and employees can earn bonuses for hard work and ideas to save the company money.With a government owned business,it's hard to get fired and there is not much incentive to improve customer service.That was a problem with the former Soviet Union.You worked for the government and got paid whether you worked hard or not.This attitude led to major shortages of almost all commodities all the time.Why work harder if there's no reward and poor performance isn't punished.How is it possible the liberal marxist paradise of Cuba is running out of energy?
As soon as Castro is dead and stinking I believe the Cubans will ';reform'; their government:

At least in the image of China's.

I would hope for real political freedom and free markets but I'll settle for ';reform'; as starters.
liberal =/= marxist
Because Cuba is an island with few natural resources. If it weren't for Venezuela, they would already be in the dark.
Because China can't afford to support them anymore.
Im sure, somehow, the liberals will find a way to say its Bush's fault.
